Regulation: an onshore UAE licence versus offshore retail entities
The clearest published difference is Gulf regulation. Capital.com's Dubai entity is authorised by the UAE Capital Market Authority under licence 20200000176, so a UAE client can be onboarded by a locally licensed company. Exness's retail business runs through entities in Seychelles, Curaçao, the BVI, Belize, Kenya and South Africa; its CySEC and FCA entities state they do not serve retail clients. Neither holds a licence from Saudi Arabia's Capital Market Authority, so Saudi residents are onboarded by an entity regulated elsewhere at either broker.
